Background

The rapid development of science, technology, and innovation (STI) is creating new products and services, and new ways of learning, research, production and doing business. More commercial, social, and professional opportunities are being created.

Its application promises change in all aspects of our lives, including knowledge dissemination, social interaction, economic and business practices and political engagement.
Science, Technology and Innovation, education, and knowledge are at the core of human progress, endeavor, and well-being. They have great impact on the way services are delivered.

The Government is therefore committed to optimizing the potential of Science and Technology to generate economic growth, to develop and promote our people, to increase productivity, and to improve the quality of life and reduce poverty.

Experience has shown that economic growth and the creation of new higher value jobs are increasingly dependent on how communities apply their advanced knowledge and skills to produce new goods and services. High performing, adaptable and fast growing regional economies have to be innovative to be competitive.

The National Economic and Social Council (NESC), in recognition of the above, has underscored the importance of Science, Technology and Innovation (STI) in fast tracking economic growth, poverty reduction, international competitiveness and the achievement of Millennium Development Goals (MDGs). This would be achieved through re-orientation of the national development policies to integrate Science, Technology and Innovation into all the social and economic production systems leading to a scientific and technological transformation of the economy.

Science, Technology and Innovation underpin the economic, social and political pillars of the Vision 2030. It should therefore respond to crucial inputs of development by expanding the base for energy sources. This would reduce use of wood fuels, which is a major contributor to deforestation in Kenya.

Science, Technology and Innovation have a key role to play in finding vaccines and other cures for epidemics like HIV/AIDS, Malaria and Tuberculosis. It is critical to move beyond research into production. We also need technology to move from market –related issues such as privatization and into innovative ways of managing water scarcity in all sectors.
Over time, economic growth fuelled by Science, Technology and Innovation can increase social cohesion, stability, and democratization. Many times communities fight due to want. Ability of citizens to participate in democratic processes such as elections is related to economic advances. Science, Technology and Innovation are a facilitative tool in democratization.

To achieve all the above, there is need for the formulation of a comprehensive and all-inclusive Science, Technology and Innovation Policy to guide and promote the development, application and integration of science, technology and innovation into the national development process.
The Ministry of Science and Technology has initiated and is coordinating the development of the National Science, Technology and Innovation policy through the efforts of all stakeholders of the Sector. The policy will accelerate the harvesting of the potential of Science, Technology and Innovation in the country.
The establishment of centres of excellence in technical training and the upgrading of National Polytechnics to degree offering status is also a move towards provision of skilled manpower to spearhead innovations in Kenya.
