Vision 2030 Organizational Set-up



a) National Vision Steering Committee

The National Vision Steering Committee is the principal driver. The Steering Committee is a sub –committee of NESC and meets at least once a month. The Committee is free to co-opt prominent persons to advance the project.

The committee does the following:

• Decide general orientation, priorities and framework of the project
• Provide direction to Operational committee
• Review project progress every 4-6 wks
• Evaluate the recommendations from the project

b) Inter-ministerial (operational) committee

Inter-Ministerial Committee of Permanent Secretaries was set up and members appointed by the Permanent Secretary, Secretary to the Cabinet and Head of Public Service comprising of : -
1. PS/SC and Head of the Public Service
2. PS, Ministry of Finance
3. PS, Ministry of Planning and National Development
4. PS, Ministry of Trade and Industry,
5. PS, Ministry of Health
6. PS, Ministry of Agriculture,
7. PS, Ministry of Tourism,
8. PS, Ministry of Education
9. PS, Ministry of Transport and Communication
10. PS, Ministry of Water and Irrigation,
11. PS, Ministry of Information and Communication
12. PS, Ministry of Roads and Public Works
13. Governor, CBK
14. The Strategic Policy Advisor.

The responsibility of the committee is to:

• Define the content of the project and provide direction to the Core team
• Evaluate project progress regularly (every 3-4 weeks)
• Prepare the communication to the Steering committee
• Core Team
• Assume overall responsibility for quality of recommendations
• Establish contact with the various parties involved and act as coordinator
• Actively participate in the day-to-day work and the preparation of recommendations
• Ensure skill transfer is taking place
• Interface with experts to obtain views on industry developments and use experts as a sounding board for recommendations
• Liaise with experts to arrange participation in key meetings and forums

c) The Project Director

The Project Director is based at the Office of the President, NESC Secretariat :

The responsibility are:
• To lead the process of preparation of the Vision from the initial diagnostic and benchmarking stage to its implementation
• To lead and supervise the core team under the direction of a National Vision Steering Committee
• To direct and coordinate the Management Consultants

d) Management Consultancy firm

A management Consultancy firm has been hired to support the development of strategies and action plans towards the realization of Kenya Vision 2030. Management Consultancy firm will be expected to:
• Guide in developing strategies and action plans towards the realization of Kenya Vision 2030
• Review the Preliminary Kenya Vision 2030 developed by Ministry of Planning and National Development and discussed by NESC
• Work with Core Team and Government Departments to develop the strategy under direct coordination of the Project Director
• Work with Core Team, Project Director and Experts to develop concrete plans and implementation framework and programmes.
